Revised Financial Guide for Schools

For Action

This new version of the Financial Guide has substantial revisions to provide a more compact guide to specific finance and accounting issues. It is available on the Schools Funding and Finance Section on the Barnet Grid for Learning website www.funding.barnet.lgfl.net although electronic versions or paper copies can be made available on request.

An enclosure with this circular sets out the purpose of the revised Guide in the context of the new Financial Management Standard in Schools (FMSiS). It explains that schools are expected to adhere to the national FMSiS and the local Scheme for Financing Schools and that the Guide gives details of local requirements with specific procedures and forms, technical details e.g. taxation and details of items not available elsewhere.

Please pass this information to all staff in the school responsible for financial management and administration.

Financial Benchmarking Information

For Information

The Schools' Accountancy Section have produced Local Financial Benchmarking information to enable you to compare key areas of income and expenditure on a meaningful basis with other similar schools in Barnet. It provides further analysis to compliment the financial data included in the School Profiles recently sent to schools.

The Benchmarking Information (and guidance notes) is available on the Schools Funding and Finance Section on the Barnet Grid for Learning website.

The Benchmarking Information focuses on key areas of income and expenditure from financial year 2005-06 and expresses these as an amount per pupil or as a percentage of your Budget Share.

An analysis of your school's ratios and figures with those of similar schools will enable you to fulfil the key Best Value principle of 'Compare' which is a key element to ensuring your school is using its resources effectively to meet the needs of pupils. It is also a requirement under the new Financial Management Standards in Schools.

You are encouraged to look at the benchmarking information and use it as a starting point for scrutiny and challenge over the schools income and expenditure. In due course the Schools' Accountancy Section aim to develop the scope of the benchmarking information to include other areas of funding, income and expenditure and would be pleased to receive suggestions from schools.

Supplementary School Admissions Consultation

For Action - Response required by 1 December 2006

A further consultation document from the Department for Education and Skills has been issued. On 7th November 2006 a supplementary document was issued which relates to two specific areas of the consultation. Further clarification on Faith Schools Admissions and to the Hard to Place Protocols are described. The consultation documents are attached and can also be viewed or downloaded at: http://www.dfes.gov.uk/sacode.

The closing date for responses remains Friday 1 December 2006.

Overseas Trained Teachers

For Action

From 1 September 2007, OTTs without QTS (qualified teacher status) will not be able to work for more than four years from their first teaching day in the UK.

Teachers who are nearing the end of their four year period should immediately make arrangements to undergo assessment. North London Consortium is a local Designated Recommending Body with whom most Barnet schools work. Teachers may register for the assessment programme with them on www.lonoco.co.uk

OTTs who are in their first or second year of teaching in the UK and who may stay here should begin to find out more about the assessment now. There will be an explanatory meeting at the Trent Park campus at Middlesex University on Wednesday 7 March 2007 at 4.30pm.

Profile of Children and Young People in Barnet

For information - To support school self review

The profile complements your school profile providing a broad range of data about the well being of children and young people in Barnet, structured around the five key outcomes of Every Child Matters.

Much of the data previously contained in the annual Barnet Education Profile can now be found in section 4: Enjoy and Achieve. Data broken to a schools level is contained in a separately published appendix.

A copy of the profile and the appendix is enclosed in the school bag and an electronic version can be accessed from the Barnet Grid for Learning (BGfL). To access, logon to BGfL and type the word profile in the search box and you will then get a link to the Profile.

Incoming Calls to North London Business Park

For Information

Barnet Council is currently having problems receiving incoming calls, leading to some callers hearing a permanently engaged tone.

We are working with BT to resolve this as soon as possible. The problem lies with the local BT exchange's circuit boards which serve the council. The company is working to correct this problem. We sincerely apologise for any inconvenience caused and are doing all we can to ensure a normal service is resumed.

Please contact officers on their mobile numbers where possible. Email systems are functioning so please contact staff located at NLBP by email if you are unable to contact them by telephone.
