Arrangements for School Budgets 2007/08

For Information

New funding allocations for 2007/08 will be released to schools this term and we hope the guidance below will help schools plan their own budget processes.

2007/08 is the last year of the first DfES multi-year cycle (2006/08) and we can therefore only announce school funding for one year. In the spring of 2008 we will be able to supply schools with 3 year budgets covering the period 2008/11. In the meantime we are developing a forecasting tool to help schools predict their funding for future years.

All schools have indicative budgets for 2007/08 already, but the revised allocations will depend on each school's January School Census return. Census day is 18 January and the provisional budget shares are planned to be available to schools on 22 February. Within this short time frame we very much appreciate the efforts schools make to ensure School Census returns are made by the deadline of 26 January.

Before we can calculate an individual school's budget share we have to accurately calculate the overall Dedicated Schools Grant which is based on the total number of pupils in Barnet. It follows that we cannot begin work until we have received every school's return.

On 22 February the following should be available to schools:

Provisional budget shares for 2007/08
Provisional initial standards funds for 2007/08
Final adjustments for 2005/06 - budget shares and standards funds
Background information and guidance for school budgeting
Analysis of the Individual Schools Budget
Traded Services Booklet and Buy Back Forms

28 February is the deadline for informing the School Funding Team of any corrections to the provisional budgets so that original budgets can be released on 6 March. Governing Bodies should approve their school budget DP11 by 31 March.

Following the success of the Barnet Schools Funding and Finance website (www.funding.barnet.lgfl.net) and in order to reduce the amount of paper we use, we will no longer send paper copies of budget allocations to schools. Instead we will release all documents onto the website, with general announcements in the school circular. The website is currently updated every week and this may become more frequent during the busy budgeting period.

For Information

The first of the twice-termly Chief Education Officer's Report to Governors, Spring 2007, is now available for consideration at your next termly meeting of the governing body.

In line with the council's commitment to open local government, schools should make available certain information to the public. Therefore, a copy of the report should be in a place accessble to parents, school staff and visitors.

The report can be found electronically on BGfL at: Governor Services Reports

Support for Communication, Language and Literacy Development (CLLD)

For Information

Developing early reading skills and the effective teaching of phonics.

Communication, language and literacy development (CLLD) has been developed by Sure Start and Primary Strategy in response to the key findings of the Rose Report. The Local Authority is providing support for CLLD at two levels; Intensive (for under performing schools); a universal offer for all other schools.  Individual schools have already been notified via email to ensure effective targeting.  Schools have received funding for CLLD training in the December Standards Fund Grant 107 (Under performing pupils).

If you have not received the communication mentioned above or would like to discuss it please contact Amelia Whitehouse, Early Years Consultant at amelia.whitehouse@barnet.gov.uk  or 020 8359 6308.

Barnet Environmental Action for Real Schools Network Meeting

For Action - Response required by 22 January

You are invited to the next meeting of the BEARS Network (Barnet Environmental Action for Real in Schools). This takes place at 4pm on Wednesday 24 January at All Saints' CE Primary School, 116 Oakleigh Road North, Whetstone, N20 9EZ. The meeting should be finished by about 5.30pm.

The BEARS Network allows schools to share their experiences of carrying out environmental projects. All schools in Barnet are invited to join the Network, regardless of whether you have carried out an environmental project or not. Through the Network, schools can help each other to further improve their local environment.

Everyone who has attended these relatively informal meetings has found them useful for developing environmental projects within their school. They are also good for just having an informal chat with supportive colleagues.

If you would like to attend the meeting, please confirm your attendance with Stuart Gadsden at stuart.gadsden@barnet.gov.uk or on 020 8359 7418 by Monday 22 January. For further information about the BEARS Network or to discuss environmental projects that your school could carry out, please do not hesitate to contact Stuart.

In the enclosures section of this week's School Circular please find the No Time to Waste posters which are part of the Recycle for London campaign. This is co-ordinated by the GLA and Barnet is one of the partners. The posters link to the Flushed Away children's movie that was released in December.
