Happy New Year

On behalf of all colleagues in the central education service, I would like to thank you for your cards and best wishes and to wish all of you a happy and successful 2007.

As you know, we are bringing together the  Education and Children and Families Services in Barnet to form a fully integrated Children's Service. Our aim is to maintain existing teams largely intact so that we can sustain our focus on improving outcomes for children. This term, we shall be re-organising senior management responsibilities, bringing together senior managers who worked previously within Education and Children and Families. Of course, we will keep schools informed of any changes but, in the meantime, it is business as usual.

We are looking forward to working with you in 2007.

Barnet Poetry Competition

Barnet is Best!

The closing date for the Mayor of Barnet's Poetry Competition for all Y5 and Y6 pupils is Friday 26 January 2007. Entry forms, rules and ideas for writing appeared in School Circular Issue11, 22 November 2006, which can be accessed on BGfL.

Form 618G - Survey of Teacher Numbers and Teacher Vacancies

Action: Response required by 19 January 2007

It is the time of year again when you need to confirm the details for next year's 618G survey. This is a statutory survey for the Department and its completion is mandatory under the Education Act 1996. The results underpin several crucial projects, for example, analysis of school teacher pay for evidence to the School Teacher Review Body (STRB) and planning future numbers of Initial Teacher Training places. It provides the Government's headline figures for tracking the number of teachers in the profession. It is used within Barnet to inform our teacher recruitment and retention strategies.

The electronic survey form is available on the Barnet Grid for Learning. Instructions for downloading it are attached to the letter in the enclosures section.

It should be completed with data accurate for Thursday 18 January 2007. When complete, please email it to eva.wilsmore@barnet.gov.uk

NQT Claim Form

The Barnet Primary Music Festival

For Action - Response required by 7 February

The dates for the Barnet Primary Music Festival are 18, 19, 20, 21, 22, 25 June.

At the heart of the festival are six songs, which all participating pupils will learn. There will be support in teaching the songs from the music AST, for any school requiring it. In addition, schools are invited to perform their own music item of any sort (vocal or instrumental). Schools may bring up to 30 pupils (or less) to participate.

Cluster rehearsals before the event will take place on the morning or afternoon of 23, 24, 25 May and 4, 5 June. Details of venues and an opportunity to choose your date for this will be sent to you soon.

Grants for Walking Buses and Other Walking Initiatives

For Action - Response required by 31 January 2007

Grants available for Nursery and Primary Schools for walking buses and other walking initiatives.

Nursery and Primary Schools have until 31 January 2007 to send in their application for either a £1000 per year for 3 years grant for setting up a walking bus or £500 per year for 3 years grant for a walking initiative such as Walk on Wednesday or Walk once a Week (WoW). Schools do not have to have an approved School Travel Plan to apply.

Funding for Salary Safeguarding in School Budget Shares 2007/08

For Action - Response required by 31 January

Some schools receive extra funding for part of the salary costs of particular employees. There can be two reasons for this:

  1. Special leave for union (eg branch secretary) or magistrate duties.
  2. Salary protection following redeployment or TUPE transfer. (Please note that there is no funding for teachers' salaries protected following the introduction of TLRs)

Keeping track of the eligibility of individual schools can be difficult, especially as some schools do not use Barnet as a payroll provider, so in October 2006 it was agreed by the Schools Forum that, as from the financial year 2007/08, schools will be asked to re-apply for salary safeguarding funding each year.

Those schools already eligible for this funding will receive a breakdown sheet of their 2006/07 salary safeguarding in the School Bag this week. Headteachers are asked to review, amend and return this sheet by 31 January 2007 to ensure they continue to receive funding in 2007/08.

If headteachers of other schools believe their school is also eligible, and wish to apply for safeguarding, they should do so by sending the details to the School Funding Team, also by the end of January. Please include the name and payroll details of the member of staff, why the school should receive safeguarding for them and from what date. VAT on Provision of Laptops to Pupils

For Information

Under current VAT regulations, schools can treat certain goods and services sold to pupils as non-business (i.e. do not have to charge VAT) provided they are deemed to be 'closely related' to the provision of education. In order to qualify as being 'closely related' the items being sold to pupils must satisfy three principal conditions -

  • They are necessary for delivering education to the pupil
  • They are used for the delivery of education that is part of the school curriculum
  • They are provided are for the direct use of the pupil in supervised lessons

Provision of course materials, meals, drinks, school visits and trips are generally considered to fall within this criterion and as such can be sold to pupils without charging VAT providing they are sold at cost. However several schools have enquired as to whether or not VAT has to be charged on the sale of laptops to pupils. Accordingly, clarification has been obtained from HM Revenues & Customs and their letter is in the Enclosures Section of this weeks Circular.

In summary, they have stated that sales of computer equipment by the school are not considered to be closely related to the provision of education. This means that sales of computers by the school to pupils and teachers must include VAT at standard rate. Section 7.1 of the Financial Guide for Schools (available via the Finance and Funding Website on the Barnet Grid for Learning) has been updated to reflect this ruling. To ensure your school adheres to VAT regulations please inform relevant staff accordingly.
